out by the Hong Kong University and the London University would then be asked to accept the curricula as broadly equivalent to that required for a London degree. Further the University of London would then be requested to appoint one of their own Examiners in each subject to act as the external Examiners for the Hong Kong examinations with the power of veto over the passing of any candidate who does not reach the standard required of a London student and with instructions to assure themselves that the standard of the examination both in the separate subjects and collectively is the same as that for a London degree in the particular Faculty concerned. external Examiners would make a report accordingly both to the University of Hong Kong and to the University of London but the examination papers should all be read and marked in the first instance by the members of the Hong Kong teaching staff, the papers thus marked being then sent with the report to the London Examiners.

4. If an arrangement such as that outlined above is adopted, the Hong Kong University would receive from the University of London the assistance which it would appear to require at the outset of its career and the worst evils of an external system would at the same time be avoided.

The Board of Education think that it is important that the Hong Kong University should have the power to

set up a printing press and publish books if it so desires.
